Fred joined the Board in October 2006. He is author of the Marine Life Management Act and co-author of the Marine Life Protection Act (MLPA), and other landmark park and environmental protection bonds. Fred authored the California Ocean Science Trust Act, which provides a venue and funding for coordinated marine research along the California coast. He has lectured on MLPA and FLMA at Hopkins Marine Lab, UCLA, UC Berkeley, UCSC, Cal State Monterey Bay, SJSU, Moss Landing Marine Labs, MBARI, and other marine related conferences. Fred is the Northern California Finance Committee Chair for the California League of Conservation Voters. He is Board President for the Planned Parenthood Advocates Mar Monte (largest chapter) and participates in the Voices of Reform Project for the Commonwealth Club of California. Fred has also served two terms as a member of the Santa Cruz County Board of Supervisors, and has served in the California State Assembly.
